Bragma (sometimes mistranslated as Paragama) was the most notable Shrine Master of the ancient Tochikan shrine in ancient times. Since then legends about him have been immortalized and he is worshipped as a god in some places. In Monster Rancher 1 you can find a statue of him that can give your monster stat gains when combining.
You can meet Bragma at the shrine in Monster Rancher 3 when you go to unlock new monsters, and he provides you with helpful bits of information throughout the game. Because he is one of the village elders, many of the Tochikan children (including Fleria) call him Grandpa Bragma.
Bragma was a legendary breeder when he was young, and was the first to win four out of the Great 5 tournaments, but retired early to run the Shrine after the previous Shrine Master died. Originally, knowing that he has been given an important task by God to take care of the monsters, Bragma is very careful about who he allows to unlock monsters. But as time goes on, the other elders become obsessed with the fame their shrine brings, and overrule him on who can be allowed to have monsters. Bragma tries to help Fleria and Gadamon along the way as they raise their monsters, and all three end up being famous.
